A 10% penalty will be added to any part of the invoiced metered water rates that remain unpaid after the relevant due date stated in table 2 as provided in Sections 57 and 58 (1)(a) Local Government (Rating) Act 2002. Anupdate on major projects was reported to the Policy and Project Committeemeeting on 4 December 2024. The team received verypositive feedback from the assessors about how well the team works. Through the Long Term Plan the Kaipatangata RestorationGroup (KRG) made a submission to council that they would like to undertake somepest control, pekapeka (bat) monitoring and enter future discussions on thelong-term vision for the Kaipatangata forestry block.

FINANCIALIMPLICATIONSThe actionsoutlined in this report are within the current budget allocation for ChristmasDecorations. The Christmas trees used last year have been assessed by a structuralengineer who advised they passed lifespan and are not safe to use. Itis proposed to use around $66,000 to purchase new decorations with theremaining funding to be used to install the Wellington Ring and Christmas starthat remain in the Council collection.
The proposal also refers to an intention to provideto provide 10% of the proposed dwellings as affordable housing for a period of10 years, however no letter of offer or supporting LEP provisions have beenprovided to confirm the delivery of affordable housing. The List of Fallen Soldiers isattached to this report and is a part of the proposed consultation, withcommunity members being able to put forward additional names and the rationalefor their inclusion. Council will verify the information provided against thecriteria to determine if they are eligible to be included onto the proposedmemorial wall in consultation with the RSL. The final List of FallenSoldiers will be confirmed in the post exhibition Council report.

There are no furthercommunity engagement requirements related to this decision. On 30 October Council endorsed the updatedterms of reference for the Rural Advisory Group. This was supported by theRural Advisory Group at their subsequent meeting on 20 November 2024, with oneamendment to change the word ‘civil defence’ to ‘emergencymanagement’. Thereis no financial impact as a result of this report, as Animal Control as a wholeis funded 80% fees and charges with 20% being funded by rates as the publicgood portion. This public good component covers matters often in relationto animal welfare, or the euthanising of dogs where no owners can beidentified, and the dog is not suitable for rehoming, or on the recommendationof a vet.
October and Novemberare one of the busiest periods for the Event Centre as there’s manycommunity events, including the two big dance school recitals, graduations,school productions and prize givings, and community group end of yearfunctions. The Co-ordinator participated in the quarterly GWRC’s PublicTransport Advisory Group meeting. GWRC was seeking feedback on theirwebsite and app from a useability perspective, for example accessibility,usefulness of information, and timeliness. They also sought feedback on asecond transport corridor along the Golden Mile and Harbour Quays. Updates weregiven on changes to the real time information system and the progress with thenew contract for Buses Replacing Trains which will have a much greater emphasison accessibility, better information and co-ordination.

The green verges are approximately 4-5 m deep and planted with trees. Sadlier Street is a straight road running parallel with Railway Road and extends on a south west-north east axis whilst Redfern Street branches off to the east from Sadlier Road and has a staggered layout at the Derby Road intersection. Many of the properties also benefit from an open relationship with the street, with low boundaries and visual permeability between public and private realms. However this relationship is interrupted in places by high fencing or dense planting which reduces the visual contribution a place makes to the overall character of the street. Carports in the front setbacks also harm the contribution and relationship of individual houses to the overall presentation of the street.
Recommendations in the 2018 Planof Management have included the surrounding suburban streets to have theirspeed limits reduced from 50 km p/h to 40, which has been reaffirmed by theInnerWest@40 program. There are currently no speedsigns or markers on Orpington street, with one sign midway down Pembrokestreet. Pedestrian refuges are currently installed at the Pembroke / Ormondintersection and the Orpington/ Parramatta road intersection with no infrastructuresupporting pedestrian mobility at the Orpington/ Pembroke intersection. To support the ongoing safe access to Ashfield Park by pedestrians, youngresident Akira Cheema has collated a petition of over 37 signatures calling onincreased pedestrian safety at the Orpington/ Pembroke intersection.
